Higher Education Emergency Relief Fund (HEERF II)
HEERF II Grant Policy As part of the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act 2021, financial aid grants are available to students who are attending NTI to be used for any components of the student’s cost of attendance or for emergency costs that may arise due to coronavirus, such as tuition, food, housing, health and child care. Students with exceptional financial need will be prioritized. These financial aid grants are available through the Higher Education Emergency Relief Fund (HEERF II). NTI has received a grant in the amount of $285,105 which will be distributed in accordance with the requirements of the grant, the school’s policies and all applicable laws.
What is the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA)? On December 27th, 2020 this new COVID-19 stimulus bill was signed into law. This bill included funding for higher education using the same Higher Education Emergency Relief Fund (HEERF II) model established in the Coronavirus Aid, Relief and Economic Security (CARES) Act. HEERF II funding must be prioritized to provide emergency grants to students with exceptional financial need. HEERF II grants for students may be used for any component of a student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, healthcare (including mental healthcare), or child care.
Who is eligible? Any current student who is actively participating in a program at NTI who has proven to have exceptional financial need as defined by the school’s grant policy. All accredited programs, even those that are not eligible for Title IV aid, may still be eligible to receive this student grant. All students must be U.S. citizens or eligible non-citizens with a valid social security number. In accordance with guidance from the U.S. Department of Education, international and undocumented students are not eligible to receive HEERF II funding.
To be eligible, students must complete the 2020/2021 and/or 2021/2022 Free Application for Federal Student Aid (FAFSA) AND the HEERF II Application found on our NTI’s website. Applications will not be reviewed until both the FAFSA and NTI’s HEERF II Application form have been received and completed in their entirety.
How do I Apply? Students must complete the 2020/2021 and/or the 2021/2022 Free Application for Federal Student Aid (FAFSA) AND the HEERF II Application found on our NTI’s website. Applications will not be reviewed until both the FAFSA and NTI’s HEERF II Application form have been received and completed in their entirety. FASFA and HEERF II Applications are reviewed by NTI’s financial aid department.
What is the amount of the grant? Grant award amounts are tiered based on students with demonstrated greatest need.
Grant tiers: • Upon acceptance of the grant application requirements, students who were awarded the maximum 2020/2021 or 2021/2022 Pell allowance for their program may be eligible for $1,000 in grant funding. • Upon acceptance of the grant application requirements, students who were awarded any denomination of a 2020/2021 or 2021/2022 Pell grant other than the maximum allowance for their program may be eligible for $750 in grant funding. • Upon acceptance of the grant application requirements, students who are not eligible for 2020/2021 or 2021/2022 Pell grant and/or are not in a Title IV program may be eligible for up to $500 in grant funding.
How will NTI disburse the funds?
The funds will be disbursed based on the instructions you supply on the NTI HEERF II Application. You may choose to apply the grant award to your existing balance of tuition and fees or have the funds disbursed directly to you via check. You may also choose to split your award by paying a portion of the tuition and fee balance and receiving a portion. Or you may choose to receive the funds directly. If choosing to receive any portion directly, it will be disbursed via check and mailed 14 days after the approval of your NTI HEERF II application. If you choose to have any of the funds applied directly to your account balance, NTI will post this amount to your student account 14 days after the approval of your NTI HEERF II application.
Is the FAFSA required to receive HEERF II funding?
Yes, NTI uses the 2020-2021 and/or the 2021-2022 FAFSA to determine financial need, citizenship and eligibility.
Does HEERF II grant funding impact my Title IV federal student financial aid? No, this grant assistance does not impact your financial aid.
Will HEERF II grant funding be taxable? It is NTI’s understanding that HEERF II grant funding won’t be treated as taxable income or untaxed income for Title IV federal student aid purposes. However, we advise you to consult with your tax preparer prior to filing your 2021 tax returns.
Can I apply for HEERF II grant funding if I already received the CARES Act grant? Yes, you may still apply for HEERF II grant funding.
Update: Reporting Requirements for CARES Act Emergency Financial Aid Grant for Students

Northeast Technical Institute signed and returned to the Department on 4/14/2020 the Certification and Agreement. Northeast Technical Institute intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
The total amount of funds that Northeast Technical Institute will receive from the Department pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students is $151,768.
As of 10/8/2020 Northeast Technical Institute has released $78,000 of the Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
Northeast Technical Institute estimates 151 students at our institution may be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus may eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
As of 10/8/2020, there are 156 students at Northeast Technical Institute that has received an Emergency Financial Aid Grant under Section 18004(a)(1) of the CARES Act.
Northeast Technical Institute has set 4 requirements for students to be eligible for the Emergency Financial Aid Grant. The first requirement is that students must be in an eligible Title IV program. The second requirement is that students must have a status of either Active, Leave of Absence, or Intent to Return. The third requirement is that students must complete NTI’s COVID-19 survey and present financial need as defined in the Higher Education Act. The fourth and final requirement is that they must have a completed FAFSA on file and clear any C-Code(s), and/or V4 or V5 verification requirements. If students meet all requirements listed above, $500 is the amount each student will receive under Section 18004(a)(1) of the CARES Act.
